Phone number transfer error

Purchased a new iPhone 15 plus directly online from Verizon for my wife and it says that it is unable to transfer her number to the new device. Trying to transfer from an iPhone 12. I also tried using the IMEI activation through the app and it did not work.

The phone states the old phone has to be powered on and located nearby to transfer the number.
