Past due balance

Are there any programs to help with past due balances if you can’t pay? I spent four hours trying to get in touch with someone this morning for them to tell me there’s nothing to do. She kept repeating the same sentence to it made me wonder if she just didn’t want to help. I’m not wasting another four hours to find out.
