Multiple Damaged GTE Cable Boxes with Expose Cables

Near my office there are several exposed, damaged GTE Green Utility Boxes with exposed cables. The number on forwarded me to 811 and they gave my the number for Verizon 1-800-837-4966, but the issue I have was too complicated? and it hung up on me.

Located in a business park in Monroe, NC 28110. Can someone please tell me how to report this and who to report this to?
