I'm trying to take advantage of the Verizon cloud since it's one of the perks of the home internet. However, User management is always unavailable so I could not invite users.

Hello, VerizonUserId29. Help is here as we definitely want to see you use your Cloud services. Please tell me more. When attempting to access the app, are you using a phone or desktop? If using a desktop, which browser are you using, meaning, Safari, IE, or Chrome?
