Verizon rep lied about adding a new iPad and line

I chatted with a Verizon rep through the app and he convinced me that with a promotion I could get a new iPad 11 pro with no device payments and that he would wave the activation fee if I added it as a new line. He Lied! My next bill is $466 and I do have device payments. The promotion that he promised did not apply to iPads. part of the bill was for a 2nd gen Apple Pencil that I added but the rest of what he promised was a total lie. Has this happened to anyone else?
