I can't connect to a manned chat at all

Where can I connect?

It took me 20 minutes to get to tech support. First the service bot "didn't quite get" my saying "yes". Five times. I then called back and was again connected to a bot that sent me a chat link. Then it hung up. When I clicked the link, it took me to a page that was unresponsive.
Is it significant that the feedback link doesn't respond?
