Why cant i link services no matter what

I try to link my service in the app so i can pay easily. i get to the part where it has to verify my account and it only has a 'send it to you through the mail' option. Then it says they'll mail me about a new password.

Why is verizon like this? Why does this system seem so inexplicably messed up? I can't link the service

I been having this same problem for 3 weeks now and I have called Verizon 3 times already and they couldn't help at all
