Fios router maybe bad - How to force a new LAN-side IP

I'm having a problem with my Fios-G1100 router. It seems to be intermittently blocking internet traffic for devices. I've read that routers can sometimes get into a bad state and have to be factory reset. I'd like to avoid doing this if possible. I am in a state now where a given device is seeing this problem 100% of the time. So I figured I would try deleting it, and trying to get it re-added but with a different IP address. However the router keeps giving it the same IP, even after rebooting the router. Is there any way to force a device to be completely deleted from the router's data, such that it gets a new IP and all, without having to do a factory reset of the router?

I don't have a G1100 anymore, but according to page 173 of the User Guide, you define a new static connection under the Advanced section of the router's management page. (The location of the latest User Guide I know of is the 2019 version available here .)

You have to know or find out the MAC address of the device you want to which you want to assign an address. If you don't know it, look at the ARP Table (also under the Advanced section in the Utilities area) and match the device's current IP address to the MAC address. See the User Guide, page 136.

If you have IPv6 enabled on that router, I recommend turning it off (under Routing in the Advanced area and on page 150 of the User Guide) to see if that helps. IPv6 was known to be a bit wonky on the G1100. If the sites you are going to recently started supporting IPv6, the router might be trying to use that protocol.

I would also try disabling Universal Plug and Play, but that's probably not going to make a difference, and some devices like game consoles need it.
