Refund states taxes

Hi, I ordered 5 iPhones on 12/26/24 , but next day I canceled the order, iPhones were never delivered neither transferred any lines from my T-Mobile carrier, I talked to too many customer services agent to get my states taxes refund $246.45, they said they would but nothing happens; the billing are sending emails to pay my balance and calling me as well, how can I have a bill if no iPhones were delivered neither no lines were transferred, I always have T-Mobile. Please refund my states taxes. Call me Paul *****
