Verizon Fios Mini Extender

I purchased a Verizon WiFi mini extender on eBay. It was new in the box. It seems to pair fine with the CR-1000A router. According to the setup instructions, after pairing the solid yellow light should blink yellow. Then you can move it to the location of choice. The issue is that the solid yellow light never goes to a blinking yellow light. I’ve factory reset twice. Any suggestions?

Assuming you're following all the steps and getting the conditions found here the only thing left is a defective unit.
