Have you run the IMEI of each phone on the BYOD compatibility checker to make sure the phones will work on Verizon?

If the phones are coming up OK, then someone in level 2 tech support probably needs to add the devices to the DMD database. If these phones are carrier variant phones from another company, another potential problem is if they are locked to the other carrier's network. If so, you will have to contact them to unlock the phones.
