Verizon Visa Dollars

I have a Verizon Visa Card. I have $400 of Verizon Visa dollars, which is displayed on my Verizon Visa app. These dollars to not reflect on my Verizon online account. I have called in more times that I can count, done online chats, each time being re-assured that I have reached the right person and they will resolve this for me. This has yet to happen. I have been working on this for close to a year. I am beyond frustrated and would like to be able to use these dollars, as this is the only reason I signed up for and use this credit card.
