I am building a duplex on my lot, but will need 5 feet from the adjacent alley that belongs to the city. This requires me to submit a vacate alley application to the city. As part of the city's application process, I am required to obtain a letter from each utility company confirming whether there are any existing or planned utilities located within the right-of-way to be vacated. The letter should also indicate whether the area will be needed for future use or if an easement would be required following the vacation.
I have contacted Verizon several time and haven't been given the supported needed. The previous representative stated he would create a ticket number for me and send it up to escalate it. ***** ticket number. I haven't heard anything back from Verizon. It's been over a month.
Could you please assist me by providing this documentation or directing me to the appropriate point of contact within Verizon who can help with this request? I am assuming I need to speak to an engineer, or point of contact from right a way or easement department. Below is what is required from the vacate alley application:

Company has any existing or planned utilities in the right of way to be vacated. A letter
is needed from each utility stating whether they have facilities in the right of way, if it
