When dealing with a locked phone, common issues can include not waiting the 60 days after purchase/activation for the device to be unlocked or having a balance on the device. An S7 is a pretty old phone and predates the current device unlocking policy of devices automatically unlocking after 60 days of use on the Verizon network. I suspect the way the phone was originally unlocked was by receiving a file to unlock the software. When you factory reset the phone, it erased the file causing the phone to lock again. Unfortunately, there is probably not a way to unlock the phone now because the OS can't be updated to the latest Android version and/or network retirement of 2G and 3G in the US.
