I have been on hold for over an hour and a half to get a LIVE agent to assist in updating an email on my CHILD’S line within my account. Until that is updated we cannot file a claim for his new phone that fell into the ocean.

I thought email addresses were something Account Owners could manage within My Verizon? The issue is probably that your child is only an Account Member with no access rights to the family account. You could try naming your child as an Account Manager for the time being, and then it would let you input information for the account manager. But I'm surprised the insurance claim cannot be filed under your name and contact info in behalf of your child.
