I've tried deleting and reinstalling. I have no notifications but the red "1" won't go away.
If it is a red '1' on the Notification 'bell' icon, you'll have to open notifications and look to see if there is one that hasn't been read/acknowledged. Scroll through the entire list or if there is a 'mark all as read' option select it.

Can you please provide more information about the red notification you are seeing and a screen shot if possible.
A red notification badge (often a number) on the Verizon Cloud app indicates unread notifications, failed backups, or, in some cases, that your account storage is full or has expired.
if it shows a red dot shows next to "My offers." If you go in there and scroll through all the offers, the red dot next to "My offers." Should disappear. This is not from Verizon Cloud, but from Verizon to show all available offers.
To stop seeing offers:
Open the Cloud App and look in Settings -> Notifications. You can turn off notification alerts in the Notification Manager section. You will still get Message Center messages as they can not be deleted by a user, but you can choose not to see the alerts about them, as well as not open that area. Message Center messages have an expiration date defined in the system, and will auto-remove once done. On most devices (Android 8.0+) you may also set “App Badging” which is that small dot that appears on the App Icon letting you know you have a pending unread message or alert.
