Any utility easement, not just Verizon, gives the utility the right to access the easement at any time. You can do with the easement basically what you want as long as you understand that if you build over the easement or plant within the easement it can be removed or damaged with no compensation to you. So, you just don't build any permanent structure in the easement. Your governing authority that controls easements in your area can give you easement boundaries and regulations as they may vary slightly in different areas.
The easement agreement will list what restrictions are placed on the easement area. For example it could restrict if buildings or other permanent structures are placed there. There could also be height restrictions or other limitations. The other poster had some good thoughts as well.
