where can we find the interanational calling rates if you do not have a plan?

I made 2 phone calls 9( stres calls to family abroad) I was billed over $3 a minute for these calls costing me hundreds of dollars- yet I cannot find what the rates are for specific countries - Verizon only alerted me AFTER the phone call that the cost was $179

While it says "starting at $0.49/minute", the vast majority of international calls are billed somewhere in the $3/minute range if you do not have a global calling plan on your account.
