why doesn’t my Apple Watch Ultra with GPS and cellular not work? Why do I have to have the phone with me? How is it possible that I missed a doctors appointment because I went to work without my phone and my watch is basically useless?

I would try looking in the Apple Community, or posting your question there as well, since the Verizon CSRs aren't able to use these forums for the time being. If you have Number Share enabled on your account, then my guess is it's a Number Share problem because the watch is running off of your phone's number. If you shut off the Number Share so your watch uses only the phone number associated with the watch itself, then it will function independently of your phone.
