Failed to reach the Initial Gateway

We have network extender in our building. It is attached to our LAN, gets an IP, etc. We have full access to the outside world. We're using the 23ft GPS antenna on a window but keep running into this error.

Failed to reach the Initial Gateway - 141.207.242.225_IKE failure,

Does the extender need to be reinstated or have the MAC added on your end? Hoping for some assistance. Appreciate any help that can be provided
