Using Prepaid phone with only Wifi?

Question

I have been a verizon prepaid customer for years. My parents set it up for me a long time ago at that time I had no idea it was prepaid. I have been through a few phones, and now have a Samsung S25+ that I got right from Samsung. Every thing is fine with that.

However I want to get an MP3 player. I can not use my phone as samsung removed the micro sd card option way back after the S20. I saw at Walmart there is Samsung S16s for 50.00 on prepaid. I was thinking of getting a prepaid for a mp3 player and a spare phone for a few reasons.

Easy to put music on micro sd card.

Use my Galaxy Buds Pro 3s

If something happened to my S25+ I cause the A16 as a spare phone.

What I want to know is if I bought the Walmart Verizon Prepaid A16, can I use it only on wifi? Not for any calls or anything. Just wifi for streaming music and an MP3 player? I know if I someday have to use it as a phone I would have to activate it. But can I just use it on Wifi with out activating it? The walmart guy said yes, but I wanted to ask here.

P.S. - If you're going to buy the prepaid phone from Walmart, make sure it's actually a Verizon phone or a factory unlocked version.  Walmart sells prepaid service under Family Mobile and that's not Verizon, which means any phone designated for Family Mobile will not work on Verizon.

I actually don't know if you can with a Samsung phone of any type.  Motorola phones will not let you get past an activation screen, at least the newer ones, unless the old YouTube video workarounds still work.

You can't store your music on your current S25+, or in the cloud somewhere?
