It probably depends on the WiFi provider. I remember seeing on one airline's in-flight WiFi service that it would only support SMS texting. Any current texting app will want to encrypt texts by default, so if your texts aren't working, shut off RCS format and set your texting app to text in the older SMS/MMS (unencrypted) format only. This is also a useful tip for preventing your texting app from burning up a limited data allotment, because encrypted texts use data.
