There are many utility boxes located in the Box Hill North Community in Abingdon, Md that are falling apart of exposed wires.
If these boxes are in that bad of a shape, they're likely defunct traditional POTS boxes no longer in use. If you are certain these boxes are Verizon's (Bell Atlantic or GTE), your best bet would be to contact Verizon via one of their social media channels. I don't know if outdated stuff like this is on the telecom companies, or a city problem to be reported to your local utility department.
