Verizon carrier unlock

I got a gift of samsung s25 plus from a relative and he also given me the phone box too and its IMEI No:- ***** and ***** but after feb android update my phone block the network and i already wait for 60 days to unclock but its still same ,

Notification which i am receiving is `` Phone services 9:40 PM Change carrier
Sorry, your device can't be activated on another carrier's network right now. For help, contact Verizon at (800) 922-0204 or (&8&) 294-6804 (prepaid plans)

Please guide me what should i do to unlock my carrier???

With your phone "shutting down" like that after a February update, this phone was probably reported lost/stolen or else was purchased second hand and the original owner did not pay it off. The current version of the device unlocking policy states that only devices purchased through Verizon and paid off will unlock. If your family member can't get a refund from wherever they bought the phone, then you're out of luck.
