abandoned GTE utility post with exposed wiring

There is an abandoned short green GTE phone utility post on my residential property in the backyard easement. The metal case is open with all wiring exposed. Please advise how to have this removed as it is a safety hazard to children and pets and sits in the middle of the yard. Thanks.
