Blocking anonymous calls

Can this be done? If not WHY?? I'm getting too many CRAP blocked calls lately, I can block it on my landline, why not mobile?

There's Usage Controls, but it's $5/month. I have it on my plan since I'm in the same boat. Get way too many junk calls.
