Can you buy the iphone without the data package?

I am interested in buying the iphone 4, which sells for $99 with the 2-year-contract. However, I am not interested in buying any data for my phone. Does the price of $99 WITH the 2-year-contract mean that I have to also purchase the data package in addition to a package which covers only voice and messaging?
