Smartphone pay as you go data

Does the 99 cent daily fee apply to smartphones as well, or is the $30/month option mandatory?

I'm interested in getting a smartphone but would be on wifi 90% of the time so I don't want to throw money at a data package I wouldn't be using.

Prepaid smartphones on Verizon require the monthly prepaid plan plus the $30 per month data plan.
