From the browser touch Menu->More->Settings. Make sure the Accept cookies option is checked. I don't think there is a way to enable Java script for web pages.
To my knowledge there isn't a java plugin for the default android browser. You may want to research the new Opera mini browser for android to see if it has builtin java support. I just dont know because I use the default android browser. good luck.
