Can't send or receive pics on wifi

After dealing with the iMessage issue yesterday I am now having issues sending and receiving picture while on wifi with iMessage off. Software and carrier are up to date.

And don't even get me started on the INSANE data usage issues I'm dealing with currently.

I can definitely help you out with your messaging woes skip43! Picture messages must be transmitted over the cellular network. It will not work over Wi-Fi. So if you're connected to Wi-Fi only, please ensure that you have enabled cellular data before sending a picture message. You can email them or use instant messaging programs over Wi-Fi, but MMS specifically must be done over our cellular network.
