Verizon iPhone 5 activation need ssn and billing zip??

I just purchased a brand new CLEAN ESN verizon iPhone 5 off CL, when I try to activate it with my own sim card(from ATT), it gives me a screen ask for the last 4 digits of ssn and the billing zip bonded to the phone. The seller wont give me that information, can this phone be activated on another verizon sim?

it's getting the service bar and the LTE, it's just can't bypass the activate screen.

If this is a Verizon iPhone 5, your problem is most likely that you are using an AT&T SIM card. These cards are not interchangeable between the 2 carriers.

not true, my friend has an iphone 5 from verizon, i have tested it on his phone, att sim card does work on verizon iphone 5.

Maybe it was not really a clean ESN phone?
