Help with Europe Use - Galaxy Note II

I'm looking for specifics on how to unlock my Galaxy Note II to allow it to use prepaid SIMs for data and voice service in Europe. I'm looking to do this maybe in Austria and the Czech Republic.

Can I get some help from a knowledgeable Verizon rep, please? Thanks in advance!

I understand that this is a peer-to-peer site, but I've noticed that Verizon reps frequently chime in. Having found Verizon support reps to have varying degrees of understanding in arcane issues like foreign use of US phones, I'm just trying to maximize my opportunity to get the right answer.

The VZW reps do roam this community, but it can take a week or more before one might respond. Most likely they will suggest call the Global Support line.

No, I could already find the rate sheet for Verizon's worldwide plan online pretty easily, since VZW has a reasonably good website for finding ways to add more services and therefore add to Verizon's revenue (and there's nothing wrong with that). I'm looking to find out how to unlock my phone to accept foreign providers' SIMs for both voice and data use, which was clear in my initial post and which this answer is unresponsive to.

If there were a way to use Verizon roaming data but a foreign provider's phone service, that might be perfect, but the Note 2 would not seem to allow this without switching SIMs back and forth. (I don't care to pay $2 a minute for local calls when I'm in Prague, but the monthly international data plan from VZW isn't too bad a deal.)
