When I block a number, why does my phone still ring?

If the number is blocked, why does the call still seem to come through? It is very annoying to hear the ring tone, think I am getting a call I want, and then it is a blocked call. Is there any way that I can set it so that I do not even hear the calls from blocked numbers?

Is this someone you had blocked or the number is restricted? If it's a number you blocked that only lasts for 90 days, but if it's a restricted number the only way to have those blocked is by usage controls for 4.99 a month per line.
