I have family share with 700 minutes. Normally this is more then enough but this period only, I will go over.
Can I up it to 1400 minutes and then back to 700 then next month.?

Yes. First you want to backdate the 1400 minute plan, effective first day of CURRENT billing cycle, and you'll future date the 700 minute plan AFTER you backdate the 1400, to the 700 minute plan effective first day of NEXT billing cycle.
