i have a cracked screen on my 4s....i am still in warranty...should this not be covered? They are saying i have to pay 170

No, a cracked screen on a phone is not covered by warranty any more than a cracked windshield is covered by your automobile's warranty.
A cracked screen is not a manufacturer's defect which is what is covered by the 1-year warranty. If you had insurance on your phone ($10 a month), you could have paid $99 to have if repaired.
You can virtually buy a used 4s on eBay for the cost of replacing the screen alone.
Apple didn't break your screen.
