I have family members who reach their limit on data. I do not want to allow them to exceed their allotted data usage. Is there a way to stop their data usage once they have reached their limit?

You might want to look into a More Everything plan. It is a pool of data that everyone shares from. Perfect if you have some users that use less and have an excess.
Verizon has a service called Family Base. This allows you to set all kinds of limits on your devices. It costs $5 for the whole account. It may only be eligible on a More Everything. Warning...if you are setting data limits on an iPhone and the limit is reached the phone will not send or receive iMessages unless on wifi.
