I phone locked

My sun received from my sister an iPhone.Unfortunatey this iPhone is locked.It cann't be used in Romania.My sister has Verizon as carrier.Can you help me with this? Our carrier in Romania is Cosmote. If I have to pay for this ,please tell me , the cost of unlocked operation.

That was a very thoughtful gift from your sister, maria63. The iPhone 4s can only be unlocked while on a Verizon Wireless account that's been active for at least 60 days and meets other service requirements. Since your sister has Verizon Wireless service, she can call our Global Team at 800-711-8300 to discuss the options for unlocking the device to use with another carrier.

The IMEI of iphone is (removed).My sister is not anymore verizon client.
