I plan to purchase a used LTE hotspot. I also plan to take over a friend's grandfathered unlimited data plan for his phone, via assumption of liability. Can I move the unlimited data phone line to a hotspot or to a tablet?

You can add unlimited tethering for $20(I think. Might be $30) to the unlimited data plan. However you can't move it to a hotspot or tablet. It's specifically for phones, but you can tether from your phone.
Just to add: I think Hotspot on non Data teared plans are free.. If you go that route..
