My brother has an eligible upgrade and wanted to go with the Note 3. They want to charge him $150 plus a $30 upgrade fee.

I would prefer it to say upgrade at discounted price or upgrade to a free phone instead of plain free upgrade. That is lying.
It's "Free" if you "upgrade" to the Edge plan.
Edge just came out not long ago, though. Well last year around this time. Upgrade fee has been out since about 2012, so that is not a valid answer Core2

Ughh, complain, complain, complain. You are basically paying $30 to get a $520 discount, on a $700 phone. If you don't want to pay the $30, just pay the full $700. No upgrade fee! Is that what you want?
I understand that. That is not my point. I am grateful for the discounts that Verizon does offer.
My point is why tell me it is a free upgrade when I am paying you $30 to upgrade?

It never stated that it will be free. If you choose View Upgrade Date, it will say "eligible for a discounted upgrade", not Eligible for a Free upgrade.

No, the jibber jabber said nothing about any upgrade/activation fees.
But this was awhile ago and they are still sending this"free upgrade" out at this time.
But as Core2 said earlier, edge would be the free upgrade route you need to take.

So when something happens to the device, the upgrade fee covers it and I do not to purchase/give you extra money for insurance, right?

The phone MAY be free. Simply because there are fees associated with it does not make the phone free.
An example of something similar would be "free" airline tickets you receive by redeeming miles on that airline. The ticket is free, but there ARE fees associated with that ticket which bring a cost to that "free" ticket.
If the fees bother you, don't utilize that form of upgrade. There are other forms of upgrade which do not include the "upgrade fee". It is simply a charge Verizon has instituted for this type of upgrade.
