If you pay for the service, the tablet will work any where 4G or even 3G is available. Is this a prepaid tablet? Or a postpaid tablet?
Be careful with children and data usage it can be costly.
However if cellular is turned off and it is capable of WiFi then the tablet can be used anywhere in the world that has WiFi. But make sure cellular is turned off.
