Cannot make calls to cell phones in Mexico

Cannot make calls to cell phones in Mexico. Message states the phone has been disconnected or no longer in service, but the phones are active since I can call them from cell phone from other service provider. I was able to call those numbers in the past. Does any one knows why?

If you don't have international dialing activated, or are not eligible to have it activated, you would not be able to call. I think you will have to call customer service to check on it.
