Can't make long-distance calls

when I try to make a long distance call, either a regular number or an 800 number - the verizon recording comes on saying that I will be able to complete my call with a credit card, calling card, or to call collect this has not happened before - need help

With cell phones, there really is no "long-distance" calling.  Just dial the 10 digit phone number ... is this a pre-paid phone?  What manufacturer and model phone is it?
