I can only send and receive Imessages. I can't send or receive sms. It says not delivered. Please help!!

Yes i have an Iphone 4s. I got this device 1 and a half year ago and about
to upgrade soon. My previous device was from Verizon too. It wasn't an
android or a smartphone. I dont think i was ever able to send sms. Im not
really sure because most of my friends have iphones so i use imessage. I
can't text my non iphone friends.
