Nah, I'm sorry but that isn't something iOS devices do. Here is a list of the different bluetooth capabilities and profiles available on iOS.

However, there is more than likely another, perhaps even better, way to achieve what you are trying to do, so why don't you let us know what you're trying to transfer or share, and I'll see what I can figure out.
Turn on air drop. Many things can be transferred that way.
Slide up from the bottom and turn it on.
Do the same for the iPad. It will list what you can air drop.
I use it occasionally to transfer things to my wife's iPad air.
