Tried rebooting it several times without any luck, tried removing battery several times with no luck...
Finally....
Go to settings > apps > manage...clear all data for the HTC Sense UI app. This instantly fixed the majority of the issues.

i tried your solution,still cannot open weather to set weather location for my area,error message pops up.
did perhaps try a factory reset? my speed dial was dead (see the thread about that) and one nice person talked to HTC support and that is what they suggested for the dead speed dial. It did bring it all back. It's at least something to think about.
I had all the exact same problems, did the Reset as the forum suggested and it set everything back up perfectly. I am so happy it all worked out. I didn't lose any pics, resynced my contacts and got everything back the way I like it.
