how to use internet without wifi

I have a Galaxy S4. When there is no wifi avaiable I cant get to the internet. Is this normal. I don't think so.

I did all the above and nothing. Then I powered it off and back on and now works like a charm.

You're mobile data must be on and enabled with a strong signal.

If your data is on and you have a signal, yet you cannot connect to any Internet-related content, a call to Verizon from another phone is your best bet.

This is definitely not normal kin3. Let's get you connected asap! Does this happen everywhere you go with the phone? Have you also verified you have mobile data connected? To verify mobile data is connected tap on settings>More Data>Mobile Data>ensure Mobile data is checked Green.
