Deleted files keep coming back

Deleted pictures and files keep coming back on Samsung Galaxy S4, and new pictures are being erased. Does anyone know what's causing this and how to resolve the problem?
The phone has been factory restored and the SD card has been cleared and formatted, and the deleted pictures and music files keep coming back!
Please help.

You've probably got some sort of auto backup/sync set up that keeps restoring to your phone.

All sync has been turned off.

Any idea how to find out which program is doing the backing up and restoring? Whichever is the culprit, it's also deleting new pictures.

It would probably show up under accounts in the settings app. A couple possibilities are Verizon backup (don't use that, it's horrible), or Google+ photos (look under your google account settings). I don't know of any reason why either of these would be deleting photos. It's also a possibility that they are not actually being restored to your device, but merely accesing them through a cloud viewer. You could either plug your device into a computer or use a file explorer app to see if the actual files are on your device.

It's not Google+. We'll check Verizon backup and we'll try the file explorer.Thanks for taking the time to reply. We'll let you know what we find.
