This just started on its own and I can't figure out how to correct it.
Have you done the basics like restarted your device? Made sure your Google Play store app was up to date? Cleared cache and data?
I have. Nothing I have tried seems to work.

Are you able to recreate the issue by opening a certain app, or certain functions?
I wish I could, but it is random. I activate the phone or a phone call comes in, and when I go to answer, boom there it is trying to open the play store and I can’t get to answer my phone quick enough. I am new at this so let me ask you a question, I guess I have not cleared the data, just the cache. What does clearing the data do? It tells me it permanently deletes all files, settings, accounts, databases, etc. That makes me nervous.
It means you'll have to log in again to the play store using your G-mail account. It doesn't affect the apps you've already downloaded and installed, just the information that is stored within the Google Play app - which shouldn't be much. Maybe a credit card if you have one linked.
Thanks for your help, I will try this and see if it works. Already it corrected one problem I was having. It was unable to access an app that was installed on my phone and now I can! Much appreciated.
So, it appears to not have fixed my problem of randomly opening play store manager.
