Is there a way to get the history off one of my verizon android phones that is still active with serive? Including the history when I was in inconeito mode?
Outside of logging in with the information connected to the Google account attached to that phone in question, no. One would have to have the phone in hand otherwise. Incognito mode saves no history. Also, to even get that much, Chrome would have to be the browser used to connect to the Google account, otherwise, to access any other info of history, phone must be in hand.
