Verizon has ZERO phone numbers on its web site for reporting an outage. Or for tech support. Worst web site ever. Completely unhelpful.

Are you being clever? Most people spit back "I don't have service and I can't make a phone call!" Though it is a good suggestion, but Chat is probably more assessable.
The OP stated they couldn't find a phone number, so one was provided. If they don't have any cell service (it could be they can make calls, but the data service or another feature isn't working), they can call from a different phone to the 1-800 number.
